Most of Virginia Beach's best nightlife spots are popular with both tourists and locals.  There are venues near the beach and in the main commercial area, dubbed Town Center.  These party places range from low-key oyster bars to loud outdoor concert venues to dance clubs.  In general, Town Center has a more cosmopolitan flare, while other areas shutter up (relatively) early.

Budget

Luck Oyster Seafood Grill (2165 General Booth Blvd) is on of the most popular seafood bars in Virginia Beach.  They have happy hours that feature cheap drinks as well as cheap plates piled high with oysters on the half-shell. 

Mahi Mah's (615 Atlantic Ave) most attractive characteristic is its location.  It is situated directly on the boardwalk.  If you are looking for a place to people-watch, Mahi's is one of your best bets in all of Virginia Beach.  During high season (summer), there are live musical acts at night, and even on weekend afternoons.   

Sometimes live musical acts play free concerts on the boardwalk itself.  These performances occur both during the day and in the evening.  Though the outdoor shows might not be as long and loud as those that take place indoors, they are free and the daytime ones are quite family friendly. 
 
Value

Catch 31 (at the 31st Street Hilton) is a casual nightlife emporium that is popular amongst both tourists and residents.  There is both indoor and outdoor seating, with adding to the outdoor area's atmosphere at night.

Abbey Road (203 22nd St) is one of the more popular tourist bars in Virginia Beach.  Its tropical/cabana theme, selection of beers and frequent live music performances assure it a place on many visitors' itineraries.  It can get packed here during high season.  Unlike the stereotypical nightlife venue, Abbey Road actually has decent food.  The stars of the menu are the fresh seafood dishes

Splurge

Surf Club Ocean Grill (5700 Atlantic Ave) is an upscale restaurant and bar next to the Wyndham Hotel on the beach.  The cocktail list is quite extensive, and there is a laid-back, but still classy, lounge vibe that draws well-heeled locals as well as tourists. 

Ocean Eddie's is built right on the beach and has a classic upscale beach bar vibe.  There is live music on weekend evenings and a lively crowd every night of the week during the summer high season.  Head outside to the deck and you can actually hear the waves crashing against the shore.
